Could I add the following to my submission regarding the Newlands application? Many thanks.
Following the publication of the Regulation 18 version of the Local Plan update, some weight now has to be given to the landscape impact of the proposed development to the area known in the LPU as Southern Manydown. I would add that, following a judicial review in 2012, the further development of land in the South West area of Basingstoke is not only likely, but is legally required.
Viewed from the area to the North West of the application site, the landscape impact is immense. As shown in the photograph, the vista from the area (Southwood Farm) which is proposed for hospital/development incorporates a clear panoramic view of the Oakdown Farm site. This part of the Southern Manydown site, if it is retained in the LPU, will be occupied by residents and/or patients and staff and will contain public roads, footpaths and amenity land as well as homes and gardens. The landscape for members of the public will, to quote the appeal Inspector, be “irreversibly diminished”. I would like this new avenue of investigation of landscape impact to be reviewed as the determining issue of visual impact is researched."

IMPACTS ASSOCIATED WITH BG1 FROM CLOSE RANGE VANTAGE POINTS ALONG THE WINCHESTER ROAD AND THE A30 AS WELL AS FROM MORE DISTANT VANTAGE POINTS ALONG THE RIGHT OF WAY NETWORK ARE CONSIDERED TO BE HARMFUL IN LANDSCAPE TERMS DUE TO THE SCALE AND POSITION OF THE BUILDING WHICH WOULD BE PROMINENT DESPITE LANDSCAPING PROPOSED AND THE ELEVATIONAL TREATMENTS OF THE BUILDING.

In principle the
Transport Strategy Team has no objection to this proposal, recognising that a more
thorough response to detail contained within the Transport Assessment and Travel Plan
will still need be given by Hampshire County Council in their capacity as Highway
Authority.
